This is actually a small-bore version of Chevrolet's 230ci engine, fitted with a different bellhousing pattern. Only offered by Pontiac in 1964 and 1965, and although it has Chevrolet origins the car has prominent PMD6 ("Pontiac Motor Division 6") badges on the front flanks.
