It wasn't just a "I am President" now moment. The National Assembly used the Venezuelan Constitution to legally declare him president. Guaido sent ambassadors to more than 50 countries around the world during his presidency. He had control of assets, etc. Just because he didn't have the military, doesn't mean he wasn't legitimate. undo
