During the Porfiriato, the English were important players in the country's economy, with the most notable example being the Mexican Eagle Petroleum Company. Another prominent company was the British Mexican Land and Colonization Company which acquired large swaths of Baja California and were influential in the development of Ensenada. The Mexican government was worried of further territorial losses to the United States and had attempted to colonize with Mexican and foreign settlers the sparsely populated north as a buffer. Filibusters were a constant threat in Baja California, with an attempt by San Diegoans exposed in May 1890.[1] Buchanan Scott, leader of the Colonization Company, was accused of supporting the movement as it might have led to an increase in land prices once the territory was annexed by the US.[1] Scott left the country, but the concession was not cancelled by the government. Between 1892 and 1896, severe droughts significantly hampered the Company's operations. The operation's development was much better in the early twentieth entry, with in increase in agriculture, cattle ranching, mining, banking and the establishment of an English colony at San Quintín.
