Not every page needs a tag. The title really says it all, but think about it. Look for an official policy that says that pages must be tagged at all times. Did you find one? Look for a rule that says everything must be pigeonholed. Find that one? Is it possible that not everything fits neatly into whatever categorization scheme you had in mind? The answer is mu.
