Difference between Humanitarian Response and Condolences=

Shouldt we dividethe article in to countries who have actually provided a humanitarian response, I quote Wikipedia on what that is: ¨Humanitarian aid is material or logistical assistance provided for humanitarian purposes, typically in response to humanitarian crises.¨, and countries who have only sent their condolences? —Preceding unsigned comment added by Manuelargentina (talkcontribs) 03:34, 2 March 2010 (UTC)[reply]
