The 22nd separate brigade for the protection of diplomatic missions and consular institutions of foreign states “Kyivska Rus” of the National Guard of Ukraine (military unit 2260) is the unit of the National Guard of Ukraine which operates under the direct authority of the Main Directorate and is headquartered in Kyiv.

History

Since the National Guard in the early 1990s was positioned as the “face” of the armed forces of independent Ukraine, its units were tasked with protecting diplomatic and consular missions of foreign countries. On June 22, 1992, the NGU commander ordered the establishment of a battalion under the 1st Kyiv Division of the NGU to protect diplomatic and consular missions of foreign countries. On that same day, the battalion took on the duty of safeguarding the residence of the Extraordinary and Plenipotentiary Ambassador of the USA to Ukraine, Mr. Roman Popadyuk[2].

Due to the increasing number of protected objects, the battalion was deployed to the 22nd separate brigade of the NGU for the protection of diplomatic and consular missions of foreign states (military unit 2260) by the order of commander of the NGU from July 1, 1995. It was still subordinated to the command of the 1st Division but only operationally. In addition to units performing direct security functions, it included a school of ensigns.

Following the disbandment of the National Guard of Ukraine in 2000, the brigade, functioning as a direct subordinate unit, became part of the Internal Troops of the Ministry of Internal Affairs of Ukraine.

In 2012 the brigade was transferred to the Northern Territorial Kyiv Command as per the directive of the Commander of the Internal Troops.

The war in the east of Ukraine

From 2014, the brigade became a part of the newly established National Guard of Ukraine, operating as a directly subordinate entity once again.

Since the start of the anti-terrorist operation, the military personnel of the special purpose guard company actively took part in combat missions in eastern Ukraine. The crews of the BTR-80, which were part of the company’s armament, played a crucial role by providing transportation and combat support for the soldiers of Special Group “Alpha” of the Security Service of Ukraine and the special purpose units of the NGU.

The company’s servicemen were directly involved in checkpoint duties, including those within encirclements, as well as engaging in active offensive actions from June 3, 2014. Following the stabilization of the front line, they also conducted operational, preventive, and filtering measures.

Russian invasion of Ukraine (2022)

Since March 2022, the brigade personnel have been carrying out specialized combat tasks in Moschun, Kyiv region. They have also been overseeing checkpoints alongside units of the territorial defense in the Kyiv internal defense line sector.

On September 29, 2023, the 22nd separate brigade of the National Guard of Ukraine was awarded the title “Kyiv Rus” by Presidential Decree. This esteemed recognition honors their outstanding performance, bravery, and high level of professionalism in carrying out their assigned duties.

Tasks

The responsibilities involve protecting diplomatic and consular missions of foreign countries and their personnel, as well as safeguarding state authorities from intrusions and damage, and preventing disturbances to the peace or any insults to their dignity. Currently, the 22nd separate brigade is responsible for ensuring the inviolability of approximately 100 diplomatic facilities (embassies, consular institutions, residences, international organizations) and state authorities located in Kyiv.
