Mihai-Călin Precup (born June 2, 1986, in Gurahonț, Arad County, Romania) is a Romanian banker and holds a PhD in Finance, obtained in 2019 from the Sorbonne University in Paris. Currently, he is the president of the Agency for Monitoring and Evaluating the Performance of Public Enterprises (AMEPIP),[1] an institution under the Romanian Government and coordinated by the Prime Minister through the General Secretariat of the Government. He has over 11 years of experience in the banking system and previously held the position of State Secretary in the Ministry of Finance and in the Prime Minister's Office. Since June 2023, he has also been serving as a director on the Board of Directors of the European Investment Bank in Luxembourg.[2]

Mihai Precup attended the Bucharest Academy of Economic Studies from 2005 to 2008, and later the Sorbonne University, where he obtained two master's degrees. The first was in Finance and Banking from 2008 to 2009, and the second in Financial Engineering and Fiscal Strategy from 2009 to 2010. In 2019, he earned a PhD in Finance from the Sorbonne University with the dissertation topic "The Impact of the Financial Crisis on the Evolution of Investments in Unlisted Companies in Central and Eastern Europe."[3]

Professional Activity[edit]

After graduating from university, Mihai Precup worked for over 11 years in financial and banking institutions in Luxembourg and France. In 2010, he joined the BNP Paribas Group in France, where he served as a Corporate Credit Analyst.[4] At the European Investment Bank (EIB),[5] he held various positions between 2012 and 2018, including Financial Analyst in the Corporates Division and Advisor to the EIB Vice President on issues regarding Southeastern Europe: Greece, Cyprus, Bulgaria, Romania, and FYROM. In June 2023, he started a five-year term as a director on the EIB's Board of Directors.

For five years, he taught monetary policy and private equity courses at the Sorbonne University in Paris as an associate lecturer.[6] Between 2018 and 2022, he was a partner and Chief Investment Officer at the private equity fund Progressio Capital Partners in Luxembourg, as well as a lecturer at the University of Timișoara.

In March 2022, he entered central public administration, being appointed as State Secretary in the Ministry of Finance. A year later, the Prime Minister Marcel Ciolacu appointed him as State Secretary in the Prime Minister's Office, and subsequently, he was selected to lead the newly established Agency for Monitoring and Evaluating the Performance of Public Enterprises[7] for a four-year term.[8]

Activity within AMEPIP

Following a transparent and rigorous selection process, Mihai Precup was appointed as the first president of the Agency for Monitoring and Evaluating Public Enterprises' Performance (AMEPIP) by Prime Minister Marcel Ciolacu, through Decision no. 466/16 November 2023, published in the Official Gazette no. 1042 of 16 November 2023.[9]

Established by Government Decision no. 617 of 27 July 2023[10] as a response to Romania's commitments to both the Organization for Economic Co-operation and Development (OECD) and the European Commission, AMEPIP monitors 7% of Romania's economy. Its role is to establish corporate governance policies, coordinate the implementation of related rules at the level of the supervisory public authorities, monitor and evaluate them, and apply sanctions for identified violations. Around 1,400 companies owned by the state, through central and local public authorities, are monitored in terms of performance indicators and corporate governance by AMEPIP.

Since his appointment, Mihai Precup has fulfilled the mission of operationalizing the agency on 6 March 2024,[11] and has played a crucial role in implementing AMEPIP's initial projects, significantly contributing to the improvement of corporate governance in public enterprises.

His efforts in coordinating the team led to the creation and development of the Dashboard, the first system for monitoring and evaluating state-owned companies in Romania, which is transparent, publicly accessible, and available on the agency's website.[12] This dashboard provides real-time information on both key performance indicators of state-owned companies and other relevant information.

He was a co-founder and led the France and Luxembourg branches of the League of Romanian Students Abroad.
