Use of the word "Decimate"

The word decimate was used in reference to the Roman tax on Frisii herd. There was a "clarification needed" tag with it. I understand why it was there as this description using the word 'decimate' in the english sense is vague. However I interpreted that in the context of this being an article on Roman history the original author was using 'decimate' in the Roman sense, literally meaning to remove one tenth. I put this clarification in brackets beside the word 'decimating' and linked the word to the Decimation (Punishment) article. I did all this wanting to keep the original authors text as much as possible however I am wondering if we should just remove the word 'decimating' all together because of its differing english meaning.

The reason for a lack of roman revenge

Tacitus mentions that Tiberius did not want the roman loses to be revealed, so that he wouldn't have to trust anybody with conducting a war. It's worthy to mention, that this was the time of Tiberius' seclusion in Campania. This state of affairs, in pair with senatorial occupation with corrupt politics characteristic of the times of Seianus' prominence, provide a plausible cause of neglect for avenging fallen troops.
