War Powers Act?

In the History section is the following paragraph:

With U.S. involvement in World War II, the Army’s Walter Reed General Hospital needed more space for the convalescence and rehabilitation of returning veterans. Exerting its authority under the War Powers Act, it bought the “National Park College” for $800,000 in 1942. In addition, the Army bought a much larger area of over 100 acres to the south of the school – then an operating dairy farm and a former tobacco plantation – which are now the operational portion of the installation (bold is mine for emphasis)

But the War Powers Act wasn't passed until 1973, so how could the Army have exerted authority under the War Powers Act (a law that wasn't even passed by Congress until 30 years hence) to buy the National Park College? --MicahBrwn (talk) 05:54, 7 May 2009 (UTC)[reply]
