Governorate stubs

The purpose of the governorate stubs is so they can be filled in with data, like the Sabhah Governorate one has begun to be. Removing the stubs and redirecting them is counter-productive. --Bejnar (talk) 21:46, 19 April 2011 (UTC)[reply]
