Updating, easily, to reflect historic law change 2023

Suggest adding a single word, "Previously," including comma to old top paragraph.

New, top, intro reads:

Same gender love was decriminalised in the Cook Islands after a controversial draft law amendment that sought to criminalise female as well male sex acts.
