Can you give some background information on the creation of the Nebraska's road system, 1937 is relatively early for a state road.to be created?

I automatically presume there isn't much information about Nebraska state roads, thus on the shorter side.
Sources are reliable at first glance, no close paraphasing concerns, no images but images are not a requirement. Maybe a map?
