History
[edit]The article needs some history, showing when the concept first arose; was first enacted; and was amended (if it has been). The history could reuse and expand upon the current "Rationale" section, which I see gives no references.
Some international context would also be useful; do other legal jurisdictions – beside the Australian ones mentioned here – have a similar concept (under any name) of automatic indexation of fines and fees?
