Japan's recycling rate should be checked. I think 20 percent is way low, much lower than the US and other countries. I think it is closer to 50 percent. — Preceding unsigned comment added by Jacksonthor (talkcontribs) 23:26, 7 November 2015 (UTC)[reply]

Change of Recylcing Law in 2000

This source I used from the English Ministry of Environment homepage says:

Since April 2000, plastic containers and packages other than PET bottles and paper containers and packages other than paper cartons for drinks have included in the target items of recycling, as well as the scope of specific business entities has been expanded under this Law.

I didn't understand the whole sentence until now, because I thought the first part and second part are the same. But the first part is about plastic, and the second about paper. So can someone add "paper" into that sentence I wrote, because I'm still not sure and "Since April 2000 plastic and paper containers and packages other than PET bottles have been included." sounds a little strange to me.

Also some people who are able to read Japanese may be helping in finding the complete law on the Japanese Ministry Homepage and looking about the "scope of specific business entities that has been expanded."
