FDA - meat necessary?

Currently, we read "The USDA uses the definition, 'at least 35% cooked meat and no more than 50% bread' for closed sandwiches, and "at least 50% cooked meat" for open sandwiches" But later we read of the classic PB & J. Does the USDA really exclude non-meat sandwiches from its definition of sandwich, is it really so far out of touch with decades-long American culinary and linguistic culture, or is the quotation missing specifying context?
