Babylon and Urartu

Whoever came up with this whole idea of the Babylonian rule of Urartu needs some serious justification and explaining to do, since this is without basis. (It was the Medes who took this role.) Even the references cited do not support this mistaken idea. Therefore, I have removed all the incorrect information. Also, since this article is about the war between Assyria and Urartu (and not anything else), there is no need to mention in great detail what happened to Urartu after the end of the war, except for a brief mention.
