Rivalry subsection

Where was it settled as a matter of policy that only existing full articles—and not even links to article sections containing citations—could be linked in the rivalry portion of the navbox? I can't find the original talk page for all men's CBB navboxes, if such a thing exists. The result of hewing to this (apparent) rule (i.e., having one defunct rivalry listed and no current rivalries listed) is absurd.
