Convention against Torture Initiative[edit]

The Convention against Torture Initiative (CTI) is a ten-year cross-regional, intergovernmental initiative focused on securing the universal ratification and effective implementation of the United Nations Convention against Torture (UNCAT) by 2024.[1] The CTI is led by the Governments of Chile, Denmark, Fiji, Ghana, Indonesia and Morocco, and is supported by a full-time Secretariat, based in Geneva, Switzerland. The initiative was launched in 2014 during the 25th session of the Human Rights Council in Geneva.[2]

The CTI supports States to overcome obstacles in ratifying and implementing UNCAT through the development of tools and resources, legal and technical assistance, capacity-building support, awareness raising, and information-sharing seminars and workshops .[3]

In March 2014, the Governments of Chile, Denmark, Ghana, Indonesia and Morocco called on fellow United Nations Member States to protect all persons from torture and ill-treatment across the world. Predicated on this vision and honouring the 30th anniversary of the adoption of the UNCAT, the Foreign Ministers of Chile, Denmark, Ghana, Indonesia and Morocco inaugurated the CTI on 3 March 2014 during the 25th session of the Human Rights Council in Geneva at a high level meeting. Fiji joined the CTI Core States in 2019, during the 40th session of the Human Rights Council. [4]

Purpose[edit]

The CTI aims to mitigate and prevent the risks of torture and ill-treatment by providing support to governments in overcoming specific obstacles impeding UNCAT implementation including shortages in resources, human capacity and technical expertise.

Core States[edit]

The CTI is spearheaded by the Governments of Chile, Denmark, Fiji, Ghana, Indonesia and Morocco. The six States collaborate through direct bilateral and multilateral diplomacy in addition to their participation in various activities during which the exchange and sharing of national practices, challenges, and experiences with other governments take place.

Group of Friends[edit]

The CTI’s objectives and work is supported through its Group of Friends; a network-based cooperation that acts as a platform for the sharing and exchange of knowledge, experience and ideas pertaining to overcoming obstacles to ratification and full implementation of UNCAT. The Group of Friends is made up of UN Member States, international and regional organisations, non-governmental organisations, researchers, academics, torture prevention and other theme related experts.
