The Republic of China Navy (ROCN) was established in 1948 as the naval branch of the Republic of China Armed Forces. Following the reorganization of the Peacebuilding National Army (PNA) into the ROCAF, the naval branch of the PNA was renamed accordingly and received several decommissioned vessels from the Imperial Japanese Navy (IJN). As of 1962, ROCN is the second largest naval force of the Co-Prosperity Sphere (CPS). In the past years, ROCN played an active role in escorting convoys in Kamchatka and Southeast Asian waters.

The ROCN is largely seen as a way for the IJN to exert its influence in China. IJN officers hold key positions in ROCN's command structure, and cadets at ROCN Naval Academy are required to complete an exchange year in the Imperial Japanese Naval Academy. IJN's investment into the ROCN in effect made the Republican Navy the more competent branch within the ROCAF; at the same time, the interservice rivalry between ROCN and the Republic of China Army (ROCA) intensified over years. ROCN was constantly under ROCA officers' criticism of being useless in pacifying the domestic insurgency and a waste of budget, while some ROCN officers attacked ROCA for its failures against the National Revolutionary Army and Chinese Communist Party remnants.

Vessels of ROCN are specialized in anti-aircraft (AA) and anti-submarine warfare (ASW) while lacking anti-surface capacities. The ships sold to ROCN are heavily modified to fit the AA/ASW roles and had offensive armaments like larger guns and torpedos removed. This is largely connected to ROCN's role as IJN's auxiliary and convoy-escort force. Some naval experts claimed that IJN's true motive behind such modifications was to prevent ROCN from revolting against IJN, yet IJN headquarters refuted the claim and claimed that such observation was "a blatant attack against the fraternity between the two brotherly navies."
