This is a list of declared states that currently maintain military forces in the area which they claim to be their soveriegn territory, but control no permanantly populated place within their territory and have no international recogntion. If they can be proven to control a permanantly inhabited place within their claimed territory or are recognized as independent by at least one other state they should be added to the List of unrecognized states

States meeting the declarative theory

These polities meet the declarative theory of statehood. They have a defined territory, openly control permanently populated places, the capacity to enter diplomatic relations, and a government. They have been rejected from the main list of sovereign states due to the fact that no scholarly source has yet been found applying the theory to them.

Donetsk People's Republic	The Donetsk People's Republic was first proclaimed on 7 April 2014 and approved on 12 May 2014 in a referendum. To date, the Donetsk People's Republic has not been recognized by any foreign country. It is also in a confederation, known as the Federal State of Novorossiya, with the Lugansk People's Republic, another breakaway state in eastern Ukraine. the Islamic State	The Islamic State declared itself as a Sunni Islamic Caliphate. It controls territory in areas internationally recognized as belonging to Iraq and Syria. It is not recognized by any other state.	Claimed by Iraq and Syria
Lugansk People's Republic	The Lugansk People's Republic was first proclaimed on 27 April 2014. After a referendum, it officially declared its independence on 12 May 2014. Only one UN non-member state South Ossetia recognizes its independence. Along with the Donetsk People's Republic, it is a member of the confederation known as the Federal State of Novorossiya. Transient States

These polities have declared independence and maintain military forces in the areas they claim. While ordinarily they do not control territory openly, they may on occasion briefly seize and hold areas temporarily and thereby meet the criteria set forth in the declarative theory of statehood.

Armed groups with defacto independence

The following entities maintain defacto independence over the territory they control, but have not actually declared independence. If it can be proven that they have declared independence they should be added to the list of unrecognized states. Rebel and alternative governments competing for sovereignty of an entire state are not included here.
