Per discussion at c:Commons:Requests for comment/Third-party images published by the National Weather Service on Commons, the copyright status of files sourced from the National Weather Service has been called into question. Although the source website does not indicate "Courtesy of..." or similar language for this photo, the NWS has had a poor track record when it comes to attributing third-party sources.
