The user is behaving extremely similarly by creating a lot of redundant categories in terrorism related topics. Moreover, both users have "Canada, represent!" as the only thing on their user page. I've already nominated the chain of redundant categories: Wikipedia:Categories_for_discussion/Log/2024_June_16#Category:Bombings and Wikipedia:Categories_for_discussion/Log/2024_June_16#Category:Terrorist shootings in the 2020s.
