K. D. Nichols account mentions the Air Force - Navy feud (the Navy wanted smaller atomic bombs for delivery from a carrier). Also the AEC desire to have custody, and Nichol’s arguments with David Lilienthal. Truman told them to cooperate, and telling Lilienthal that he would "have to forgo your desire to place a bottle of milk on every doorstep and get down to the business of producing atomic weapons" Immediately after Sandstone General Gruenther was shown a Mark III which he said was a "laboratory monstrosity .... when are you going to show us the real thing". While in 1945 the second uranium bomb would not be available before December, a second plutonium bomb (the first of three) was being shipped to the Pacific. Marshall had said it was not to be dropped without express orders from the president, as Japan’s surrender was now expected after intervention by the Emperor (without the four conditions that the Supreme War Council wanted).
