When I first found the image, you were allowed, and the website even had a button, for you to freely download the image, without any watermarks. The source was https://archives.hunaheritage.org/digital-heritage/legislator-frank-see-sr-senator-bob-bartlett and it states that the license is CC-BY-NC-ND-4.0 Mycranthebigalt (talk) 08:42, 10 May 2022 (UTC)[reply]
  • Speedy delete per WP:F3 as an invalid license. CC-BY-NC-ND-4.0 is not the same license as CC-BY-SA-4.0, and the NC (non-commercial), and ND (no derivatives) means that this image has a license that is not sufficiently free for Wikipedia. -- Whpq (talk) 15:03, 10 May 2022 (UTC)[reply]

The result of the discussion was: Unclear copyright status. Looked into this a bit myself, and it's not clear whether this is a work by the Alaskan government (in which case this is likely non-free) or the US federal government (in which case it would be PD). Also noting for the record that there is a PD image of Waino Hendrickson, so this image is not eligible for fair use. No prejudice to restoration if a) someone can produce a reliable source proving that this is indeed the work of the Alaskan government and that Alaskan government works are PD, or b) that this is indeed a photograph by the US federal government. -FASTILY 01:05, 18 May 2022 (UTC)[reply]

  • Delete as a copyright violation. The uploader tagged the image as CC-BY-SA-4.0 licensing but is now arguing it is fair use. The linked copypright information page makes it clear this is not under any sort of Creative Commons license. A simple claim of fair use is not acceptable as Wikipedia policy for non-free content is stricter than fair use. This image cannot be converted to use as non-free content as the article already contains a free image of the subject and so WP:NFCC#1 cannot be met. -- Whpq (talk) 15:09, 10 May 2022 (UTC)[reply]
  • Keep "Released for fair use" demonstrates a woeful misunderstanding of copyright law. Everything can be used under "fair use" if the usage meets fair use criteria...no permission is needed. All that said, the original photo no longer has a copyright as it is not registered anywhere I can find with the US Government. Given the date of publication (appears to be his official photo as Governor) is a registration of the copyright with the US government was required and I can find no such registration. IIRC, I got this from the Anchorage Daily News Photo Archive. Looking it up, I can't find anything, but I remember hearing that their images are public domain Mycranthebigalt (talk) 08:45, 10 May 2022 (UTC)[reply]
  • Delete unless proper sourcing and licensing can be verified. IIRC? You need to provide a link to the source instead of stating that it might be in some archive if you remember correctly. Photo from [1] of the Light Blade. Why is it impossible to create a freely licensed alternative? It may not be easy, but for example [2] has a photo that was taken by RFI/Michel Paul. The text says "Michel Paul accepted the invitation of the Israeli border police near Gaza to see how the laser cannon works." so this thing isn't completely locked up tight from civilians. — Alexis Jazz (talk or ping me) 06:40, 10 May 2022 (UTC)[reply]

The rational says it is to support encyclopaedic discussion of the topic but there is no discussion about the particular art work in the parent article Arthur Kampf.
